Philadelphia Real Estate – Center City Tax Assessments May Violate PA Constitution

An interesting article regarding tax assessment in Pennsylvania was written by Kim Shindle of the Pennsylvania Association of Realtors recently. According to the article Pennsylvania’s antiquated assessment laws may finally be addressed, thanks to a Pennsylvania Supreme Court ruling from last year. The Supreme Court ruled that the base year system of real estate property tax assessment laws, as applied in Allegheny County, violated the Uniformity Clause of the PA Constitution. This decision opens the door to challenge property tax assessments in any county that doesn’t have a uniform or systematic reassessment plan according PAR’s local affairs specialist. This decision could subject Philadelphia County’s tax assessment system to scrutiny since the assessment plan in Philadelphia County can hardly be called uniform or systematic. The lack of county wide assessments in Philadelphia County could be viewed as violative as could the seemingly arbitrary assessments made among and between Center City Philadelphia neighborhoods.
